It's a toad, a soft plastic toad. Swim this through weeds just under the surface with a frog hook or thread it on a buzz bait. Flat, curved legs cause a lot of motion as you reel it in. These have added floatation beads to help it stay on or just below surface. Recommend using smaller hooks to allow the bait to float.
